Employee-surveys can be a tool for organizational learning. A lot of time and resources are used in the municipalities on choosing tools, training and implementation of employee-surveys. The communicative quality of management between the management level in the municipality can have great impact on organizational learning. With the above as background, became the study's problem as follows: How is the employee survey used as a tool for organizational learning in the municipalities, and does the tool have significance for communication and learning across the organizational level in the municipalities? The survey was conducted as a comparative case study in two municipalities named municipality A and municipality B. The qualitative method was used and the participants in the interviews are directors, municipal managers, principals and managers in health and school, as these have been able to answer some of my research questions. The findings were analyzed and discussed based on the aforementioned problem.
