dc.description.abstract | There is an increase in the influence of privatized coastal zone, whereas Lillesand municipality only
has 50,5% available to the general public. In this master thesis, the topic “privatization of the coastal
zone” is central, and the goal with the thesis is to answer the research question:
“Which factors can influence the outcome of a dispensation application to the Planning and Building
Act §1-8. in Lillesand municipality?”
In the knowledge background are relevant laws, rules and rights, relevant earlier work, and general
knowledge, enlightened to be able to understand and answer the research question.
The laws, rules and rights covered in the knowledge background is the Planning and Building Act §§
1-6, 1-8, 19-1, 19-2, 21-3 and 21-7, in addition to the Outdoor Recreation Act, the Public
Administration Act §§ 24 and 25, and the Right of Public Access. In the thesis, societal perspectives
that are relevant to the thesis are also addressed, to create a better foundation for the topic.
To be able to answer the research question, it was necessary to conduct an analysis of dispensation
documents. The analysis was conducted manually, where raw data was plotted into Excel, and was
then processed to tables and figures. Research of qualitative documents were also conducted, to
create a broader foundation for the topic.
It is concluded that most of the categories from the analysis influenced the outcome of the
dispensation application, but some more than others. In addition, the composition of different
categories is decisive for the outcome. The values from the analysis can be used as guidelines when
applying for a dispensation, but they can also be used to adjust factors to create a better basis for the
application. | |
