Megaprosjekt – fra konflikt til kontroll : Lynetteholmen i København legger grunnlaget for oppgaven som følger. Er det mulig å gjennomføre et megaprosjekt, i form av en stor kunstig øy, uten at det oppstår skadelige konflikter?

Abstract

In the following assignment I have chosen to look at how to avoid damaging conflicts during the development of the Lynetteholmen megaproject in Copenhagen. The project is in the initial phase and there is currently a principle agreement in which there is broad political agreement to continue working on. An environmental impact report is expected by the end of 2020, which will lay the foundation for the next agreement in principle. This agreement must, in turn, be given political approval, a legislative change must be made before the building process can be sat in motion. As the project is in its early stages, one can, as I conclude in the thesis, more easily avoid conflicts by using tools and knowledge of conflict management. The paper also explains how conflicts can escalate. I have chosen to include this because it will then be easier to prioritize dealing with the conflict in the early phase, while it is still manageable. I argue that it is important to take a holistic view of the project, while at the same time having to have professional expertise in divided areas of tasks. In several mega projects that have been initiated in the past, it has proved difficult to avoid budget crises or to stay within the time frame. In order to reduce the likelihood of this happening, one must learn from others while understanding what makes this project unique.
