dc.description.abstractThis paper reports the European integration of the inherent state prerogative to formulate and implement public policy. It is suggested that the European integration of core state powers necessitates the supply of independent and integrated bureaucratic capacities at a ‘European level’. The rise of a genuinely European public administration is conceived of as executive centre formation. The paper suggests that the integration of public administration may be explained by organizational capacity building by stealth.no_NO
