Best Value Procurement (BVP) is an innovative procurement method that aims to shift the focus from price to quality when selecting suppliers. The method is new in Norway, and Direktoratet for forvaltning og økonomistyring (DFØ) facilitates the testing of the method in the public sector. From conversations with employees in the construction industry, it emerged that traditional contracts tend to lock the rules early in the project. With BVP as a starting point, it was desirable to determine how to ensure a sound basis for decision-making to further prepare a solution, before signing the contract. The study addresses key employees' experience with BVP in the three pilot projects Munkerud, Ranheimsfjæra, and Vollebekk kindergarten to answer the following problem statement: «How can BVP lead to a sufficient decision basis before signing the contract?»
